Fire in the Amazon鈥擡U Policy Approaches and Climate Action in the Americas

To examine the role of the international community in shaping Latin America鈥檚 environmental agenda, the 浪花直播 Center鈥檚 Latin American Program, Brazil Institute, the Environmental Change and Security Program, China Environment Forum, and Global Europe Program launched a collaborative research project in 2020, .
The latest paper in this series explores the European Union鈥檚 international agreements designed to help protect the Amazon environment and prevent deforestation. Author Anna Ayuso, a senior research fellow at the Barcelona Centre for International Affairs, evaluates the effectiveness of EU policy approaches ranging from the 鈥淎msterdam Declaration Partnership鈥 to 鈥淓UROCLIMA+.鈥 She argues that most of the international agreements are voluntary; they lack teeth鈥斺渆conomic and technical resources鈥濃攖hat could make a real difference in the fight against climate change and deforestation. She concludes that environmental concerns will dominate EU trade relations with the Americas for the foreseeable future and that 鈥渢he Amazon rain forest is becoming an irresolvable obstacle to ratifying the EU-MERCOSUR agreement.鈥

We examine Europe鈥檚 relations with Russia and Eurasia, China and the Indo-Pacific, the Middle East and Africa. Our initiatives include 鈥淯kraine in Europe鈥濃攁n examination of what it will take to make Ukraine鈥檚 European future a reality. But we also examine the role of NATO, the European Union and the OSCE, Europe鈥檚 energy security, transatlantic trade disputes, and challenges to democracy. The Global Europe Program鈥檚 staff, scholars-in-residence, and Global Fellows participate in seminars, policy study groups, and international conferences to provide analytical recommendations to policy makers and the media.
