Expert Bio

Oleksandr Cheban was born in Odessa region in Ukraine. In 2011 he graduated from Odessa I.I.Mechnikov National University (Ukraine). In 2012 鈥� 2013 he worked as a research fellow of Moscow-based Russian Center for Policy Studies (PIR Center). In 2014 he defended his PhD Dissertation 鈥淚ranian Nuclear Choice: The Theoretical and Policy Aspects鈥� at the Institute of International Relations of Kiev Taras Shevchenko National University. In 2014 鈥� 2016 Oleksandr Cheban worked as a research Fellow of Odessa Center for Nonproliferation and International Relations Department of Odessa National University.

"Historical Lessons and Prospect for the Future of the Nunn-Lugar Program in Post-Soviet States: The International and Policy Dimensions."

Project Summary

The Nunn-Lugar program was initiated by US government in 1992 and was aimed at reducing the nuclear security threats and risks of proliferation of weapons of mass destruction (WMD) in the Former Soviet Union. The successful realization of the nuclear cooperation between the United States and former Soviet republics represents a unique case which demonstrates how recent enemies managed to start partnership in the most sensitive areas of the national security. This unique case could be used for the future development of international cooperation in the field of WMD nonproliferation and nuclear security. Oleksandr Cheban鈥檚 research paper would analyze how to apply historical experience of the Nunn-Lugar program for improving nonproliferation regime and nuclear security in two dangerous regions 鈥� Former Soviet Union and the Middle East.
