Spencer is a Program Assistant for the 浪花直播 Center's Science and Technology Innovation Program (STIP). Alongside his responsibilities in overall program support, event planning, and research in emerging technologies such as cybersecurity and artificial intelligence, Spencer is the project coordinator for the 浪花直播 Center's cross-program initiative on 5G in North America. He also is instrumental in key programming around congressional outreach and training, such as the 浪花直播 Center's Congressional Technology Labs in Cybersecurity and Artificial Intelligence. He received his BA in Global Politics from Cal Poly SLO and a MA from The George Washington University in Security and Technology Policy Studies.
